PROBLEM TO BE SOLVED: To provide an apparatus and a method for generating a suction force, which enable the suction force, based on a principle of siphon, to be efficiently generated without separation of water and a gas flow from each other; and to provide a vacuum consolidation soil improvement method which can achieve the reduction or omission of loading and the shortening of a soil improvement period, employing fill, by promoting vacuum consolidation in soil improvement. SOLUTION: This apparatus for generating the suction force includes a vertical pipe 1 which is elongated toward a lower portion from an upper one, and a horizontal pipe 2 which is connected to the upper portion of the vertical pipe. The apparatus for generating the suction force comprises a siphon function maintaining device 3 which makes the suction force act toward a lower end of the vertical pipe from the horizontal pipe by a siphon function, on the basis of a water-level differenceΔH between the side of the lower end 1a of the vertical pipe and that of the horizontal pipe 2 and which maintains the siphon function by supplying water into a drainage path formed toward the lower end side of the vertical pipe from the horizontal pipe, and a backflow inhibition device 8 which inhibits the supplied water from flowing back toward the other side of the upper portion of the vertical pipe 1.
