A new SGSN receives a location update message from a terminal (1) having moved from the managed area of an old SGSN to the managed area of the new SGSN. The new SGSN, which has received the location update message, transmits, to the old SGSN, a GTPv2 signal to be used for taking over communication path information that supports GTPv2. When having received the GTPv2 signal, the old SGSN, if having communication path information of GTPv1 as a logical communication path established for the terminal (1), transmits, as a reply to the new SGSN, the GTPv2 signal to which an additional parameter (24), in which the communication path information using GTPv1 has been set, has been added.
