PURPOSE: A method for processing messaging-based road traffic control law penalty and system thereof are provided to prevent unnecessary resource waste by using MMS/LMS of a mobile phone and providing penalty bill according to road traffic law violation. CONSTITUTION: A storage medium(165) stores road traffic control law-violating photo information, and mobile phone information and fine payment request-information of a violator. A message transmission unit(110) constitutes penalty payment request information and a payment request message. The devices for a transmission message transmit the composed information and a message to a cellular phone corresponding to mobile phone information of violator.
