PURPOSE: A coating composition for forming an insulation film with excellent insulation properties, a non-oriented electrical steel sheet using the same, and a method for forming an insulation film of a non-oriented electrical steel sheet are provided to improve insulation properties by using alkaline inorganic colloidal sol. CONSTITUTION: A coating composition for forming an insulation film with excellent insulation properties comprises metal-phosphate 100g, colloidal sol 15~150g, and acrylic resin or ester resin 50~150g. the metal-phosphate comprises phosphoric acid 100g, aluminum hydroxide 3~15g, and cobalt hydroxide 3~15g. Colloidal sol comprises one or more of colloidal silica and alumina sol.
