<p><P>PROBLEM TO BE SOLVED: To optimize a communication environment and perform communication with communication terminals in a designated zone in a case where identification information is not acquired. Ž<P>SOLUTION: A communication device receives input of designated zone information about a designated zone 150 where communication is performed with arbitrary terminal devices 110B, 110C from a terminal device 110A for collecting information, specifies a communicable zone including the inputted designated zone 150 where it can perform communication with a plurality of communication devices, and transmits the designated zone information to the communication terminals existing in the specified communicable zone. Then, the communication device receives response information from the arbitrary terminal devices 110B, 110C existing in the designated zone 150, of the communication terminals to which the designated zone information has been transmitted.
