PURPOSE: A prestressed concrete panel with non-prestressed parts, a manufacturing method thereof, a prefabricated rahmen using the same, and a construction method thereof are provided to use the lower space of a structure as a construction workplace. CONSTITUTION: A prefabricated rahmen(80) using a prestressed concrete panel with non-prestressed parts comprises a pair of bases(81), support walls(82), a prestressed concrete panel(10), anchoring clips, and a slab(84). The bases are separated from each other. The support walls are installed on the bases. Inclined parts, installed in hanging grooves of the support walls, are formed in both ends of the prestressed concrete panel. The anchoring clips are coupled to steel wires exposed to both ends of the prestressed concrete panel. The slab is formed by placing and curing concrete.
