PURPOSE: A device and method for controlling hydraulic pump of construction machinery are provided to prevent the turning off of engine in spite of the malfunction of a swash plate sensor during the operation. CONSTITUTION: A device for controlling hydraulic pump of construction machinery comprises a pump controlling part. The pump controlling part controls the discharge pressure of the hydraulic pump driven by an engine. The pump controlling part comprises an input setting value output part(37) and a malfunction management part. The input setting value output part produces a pressure set point based on the engine RPM or engine output torque estimated value. The input setting value output part comprises a torque/RPM difference value output part(37a) and a pressure area setting part(37b). The malfunction management part outputs one of the pressure set point and pressure command value according to the malfunction state of swash plate sensors.
