<p><P>PROBLEM TO BE SOLVED: To minimize any influence received by a shipping/delivery operation due to the sudden change of circumstances by monitoring the operating circumstances of a vehicle for shipping/delivering raw materials or merchandise in a real time. Ž<P>SOLUTION: This dynamic state management means is provided with a display screen generation means for generating screen information to be displayed on a screen display means; a comparison means for comparing loading about an arbitrary vehicle displayed in a prediction operating state region with the vehicle return of the operation result or prediction operating state about the other arbitrary vehicle; and a vehicle allocation schedule correction means for, when the loading about the arbitrary vehicle is temporally lower than the vehicle return about the other arbitrary vehicle, correcting a schedule by defining the loading and unloading about the arbitrary vehicle as the loading and unloading about the other arbitrary vehicle.
