PURPOSE: A light-emitting device with a phosphor sheet and manufacturing method thereof are provided to form a phosphor sheet with penetration holes, thereby realizing superior color reproducibility. CONSTITUTION: A light emitting diode chip(22) is loaded on a substrate(21). A phosphor sheet(23) is separated from the light emitting diode chip. The phosphor sheet includes a plurality of penetration holes(30). The sum of the sizes of all areas of the penetration holes is smaller than 40% of the upper surface size of the phosphor sheet. The phosphor sheet is manufactured by one of a press molding method, a compression molding method, and a doctor blade method.
