PURPOSE: An environment-friendly tread rubber composition, a tire rubber material and tire thread including the same, and tire comprising the thread are provided to ensure excellent low-temperature characteristic and fuel efficiency. CONSTITUTION: A tread rubber composition includes 133~145 parts by weight of an emulsion polymerization styrene butadiene rubber including environment-friendly oil, 5~12 parts by weight of softner, 72~78 parts by weight of filler, 0.1~0.3 parts by weight of promoter, and 2.1~2.7 parts by weight of vulcanizing agent. The composition comprises 6 - 12 parts by weight of Low PAH (Polycyclic Aromatic Hydrocarbon) oil with the total content of a PCA(Polycyclic Aromatic) component as a softner of 3 weight% or less.
