PURPOSE: An open IPTV platform is provided to offer various telemedicine-related services by supplying content developing environment to a telemedicine service provider. CONSTITUTION: If a telemedicine service request is received from a counselor terminal(150), an API(Application Programming Interface) calling unit(132) calls an API of open IPTV platform. A service provider(134) offer the telemedicine service to a user using the called application programming interface. A measurement information storage unit(136) stores biometric signal measurement information of the user.
