<p>An upper-layer base station, which forms an upper-layer cell in a wireless communication system where lower-layer cells underlying the upper-layer cell are placed, comprises: an upper-layer radio unit for allowing communications with radio terminals existing in the upper-layer cell; an upper-layer inter-station communication unit for allowing communications with lower-layer base stations forming the lower-layer cells; and an upper-layer control unit for instructing, via the upper-layer inter-station communication unit, any one of the lower-layer base stations, which satisfies a condition of connection for communication with a radio terminal with which the lower-layer base station currently communicates, to switch from a power saving mode to a normal operation mode.</p> |
