PROBLEM TO BE SOLVED: To enable cell re-selection by a mobile station from a serving GERAN cell supported by a GSM(R)/EDGE (global system for mobile communications/enhanced data rates for GSM(R) evolution) radio access network (GERAN) to a UTRAN cell supported by a universal terrestrial radio access network (UTRAN). SOLUTION: According to a first embodiment, an intended inter-system re-selection behavior is achieved without signaling changes. This can be a preferred mode for early implementation since a change of a signal system always takes an extremely long time for the prevailing of a product to a market (the update of mobile machine and the update of a network are normally required).
