PROBLEM TO BE SOLVED: To perform transmission control of electronic mail in accordance with the risk of a transmission source of the electronic mail, which is determined from results of transmission control and/or auditing in the past, and the risk of the electronic mail. SOLUTION: In accordance with a risk value of electronic mail transmitted from a transmission source of electronic mail in the past, a transmission source risk value is calculated which indicates a degree of risk relating to the transmission source of the electronic mail and in accordance with contents of electronic mail or a format of attached data, a risk class is determined which indicates a degree of risk relating to the electronic mail. It is then determined whether or not the risk value determined from the calculated transmission source risk value and the determined risk class satisfies conditions of whether to permit transmission of the electronic mail, thereby performing transmission control.
