PROBLEM TO BE SOLVED: To provide an evacuating device from emergencies such as tsunami, flood or the like, which can more powerfully cope with the tsunami or the like. SOLUTION: In the evacuating device from the emergencies such as the tsunami, flood or the like, a plurality of supports are erected and fixed to correspond to the lines of a plane quadrilateral set on an installation base, an evacuating part as an upper floor is provided above the supports, and a staircase-type lifting means 314 connects between the evacuating part and the installation base. The staircase-type lifting means 314 has a straight staircase 316 part inclined along a height range equal to or lower than that of a second floor part at the front side of the supports in the front row, where a tsunami stream X is simulated to attack. The lower part of the straight staircase 316 is positioned on the front side of the one support among the front-row supports, and the upper part of a straight staircase 315 is positioned on the front side of the other support among the front-row supports.
