PROBLEM TO BE SOLVED: To provide a cushioning material capable of suppressing a space necessary for discarding a packing material and capable of being easily attached and disassembled and to provide a packing method. SOLUTION: The cushioning material 20 includes a positioning cushioning material 22 in which a fluorescent lamp set is arranged, and a fixing cushioning material 24 connected to the fluorescent lamp set and the positioning cushioning material 22 to fix the fluorescent lamp set to the positioning cushioning material 22. The fixing cushioning material 24 has a protrusion 240 protruding to the outward surface, and a notch 228 enabling the insertion of the protrusion 240 is formed in the margin of a through-hole 226 of the positioning cushioning material 22. By rotating the fixing cushioning material 24 by a predetermined amount relatively to the positioning cushioning material 22 after the fixing cushioning material 24 is inserted until the protrusion 240 is inserted through the through-hole 226, the fixing cushioning material 24 is engaged with the positioning cushioning material 22 to fix the fluorescent lamp set to the positioning cushioning material 22.
