PROBLEM TO BE SOLVED: To provide a device and method for comprehensively evaluating the charging performance of toner with high accuracy by measuring the height of a toner layer on a developing roller and the charge amount of the toner that has passed through a roller type regulating member, and to provide a method for producing toner by using the evaluation method.

SOLUTION: The evaluation device includes: a measuring means 3 for measuring the height of a toner layer on a developing roller 11 by irradiation with light, the layer being formed by the toner having passed through a roller type regulating member 5; and a sucking means 2 for sucking the toner in the toner layer irradiated with light by the measuring means 3 so as to determine the charge amount of the toner.
