PROBLEM TO BE SOLVED: To provide a used paper recycling device which facilitates the handling of the short-sized end material produced by cutting the band-like paper obtained by making paper from a used paper pulp fluid and can avoid the clogging of paper when the band-like paper is cut, and also provide a cutting device of the used paper recycling device. SOLUTION: This cutting device includes a conveying part 42 for a band-like paper 65, a cutter 51 for cutting the band-like paper 65, a front end detector 59 for detecting that the band-like paper 65 is conveyed to the installation position for the cutter 51 or further to the upstream side a predetermined length than the installation position, and a control unit 47. The control unit 47 includes a front end cutting controller 97 which detects that the front end of the band-like paper 65 is conveyed to the installation position for the cutter 51 or the upstream side thereof by the front end detector 59 and controls to repeatedly cut the band-like paper to a size smaller than that of a recycled paper 7 within a predetermined range starting at the front end of the band-like paper 65 when the band-like paper is cut by the cutter 51.
