PROBLEM TO BE SOLVED: To provide washing smooth and creamy foams, a method of forming the same and a shampoo method. SOLUTION: The washing foams are obtained by mixing a detergent composition B with air and the foam viscosity is set at 40-100 mPa-s and the size of air bubbles present in foams 30 seconds after formation is set at 10-100μm. Further, the content of a surface active agent present in the detergent composition is set at 0.4-12 mass%. In forming washing foams, a foam-forming device having a rotating screw by a motor is used and the detergent composition B is mixed with air by the rotation of the screw to form washing foams.
