PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method that suppress deterioration of cleaning performance and prevent cleaning failure even when any of the following methods is employed, in a method of applying a lubricant using a lubricant application device and a method of applying a lubricant using toner to which the lubricant is added. SOLUTION: The image forming apparatus 10 includes: an image carrier 41Y rotating carrying a toner image; a transfer roller 45Y transferring the toner image carried on the image carrier 41Y to recording paper; a blade 471 which is brought into press contact with the surface of the image carrier 41Y after transfer has been performed by the transfer roller 45Y and which removes residues remaining on the surface; and a control part 1 which performs control of temporarily stopping the rotation of the image carrier 41Y and correcting the edge position of the blade 471 when a friction coefficient between the image carrier 41Y and the blade 471 becomes higher than a predetermined value during image forming operation or control of removing residues remaining in a nip part between the image carrier 41Y and the blade.
