PURPOSE: A flame retardant solution composition and a manufacturing method thereof are provided to ensure excellent flame retardant characteristics, thermal resistance, adhesive property, and water resistance using halogen-free, antimony-free flame retardant, sodium silicate, sodium phosphate and ammonium phosphate with water. CONSTITUTION: A flame retardant solution composition comprises 60 ~ 80 parts by weight of sodium phosphate, 20 ~ 50 parts by weight of ammonium phosphate, 800 ~ 1200 parts by weight of water, and 800 ~ 1200 parts by weight of sodium silicate. The liquefied sodium silicate is one kind of liquefied sodium silicate according to Korean industrial standard KSM 1415.
