<P>PROBLEM TO BE SOLVED: To change a program without stopping operation of a protection relay in upgrading a basic operating system (OS) or the like. <P>SOLUTION: A human interface device is equipped with: a first communication function using a general-purpose Web browser installed in a personal computer in advance; a second communication function using a dedicated application; and a screen for displaying a communication result. The protection relay is equipped with: a first server unit for transmitting data within the protection relay according to communication in a first communication protocol of the first communication function; a second server unit for transmitting data within the protection relay according to communication in a second communication protocol of the first communication function; a third server unit for transmitting data within the protection relay according to communication in the second communication protocol of the second communication function; first data changing according a situation of a power system; and second data peculiar to the protection relay.
