PROBLEM TO BE SOLVED: To provide a detecting device for detecting movement information, which has excellent versatility without incurring high cost. SOLUTION: A light source 11 is arranged on a +z side to a transfer belt 2040, and an illumination lens 12 converts light from the light source 11 to converging light, which has a converging point on a -z side to the transfer belt 2040, to guide it to the surface of the transfer belt 2040. Further, a light-receiving lens 14 is arranged on an optical path of light which is reflected by the surface of the transfer belt 2040, and has optically positive power. An image sensor 15 receives light, which passes through the light-receiving lens 14, and outputs image data. By this, the translation of a speckle pattern can be improved.
