PROBLEM TO BE SOLVED: To provide a circuit device which stably operates with low power consumption, and to provide an electronic apparatus, and the like. SOLUTION: The circuit device includes a combinatorial logic circuit 100 and a storage circuit 110. The combinatorial logic circuit 100 performs a thermally insulative circuit operation. A circuit 120 configuring a feedback loop of the storage circuit 110 performs a non-thermally insulative circuit operation. The storage circuit 110 captures a signal from the combinatorial logic circuit 100 to store it during a holding period of the non-thermally insulative circuit operation of the combinatorial logic circuit 100, and changes an output to the combinatorial logic circuit 100 on the basis of the stored signal during a non-holding period.
