PROBLEM TO BE SOLVED: To provide an image processing device for monitoring, which precisely detects an event even from a captured image with low brightness and low contrast. SOLUTION: A background difference calculation unit 6 extracts a difference between a background image and a current image. A binarization unit 8 binarizes a difference value between the background image and the current image. A recognition processing unit 11 detects whether an event has occurred or not by comparing a characteristic value which is binarized at the binarization unit 8 and calculated at a characteristic value calculation unit 9 with a preset characteristic value parameter value 10. A frequency expansion unit 14 calculates a spatial frequency of the current image and a frequency component extraction unit 15 extracts predetermined frequency components. A correction performing unit 16 corrects operating parameters in the background difference calculation unit 6 based on the frequency components extracted at the frequency component extraction unit 15.
