PROBLEM TO BE SOLVED: To provide a monitoring control system that makes redundant a signal input and output device provided corresponding to each equipment to be monitored and controlled with a simple structure, and that achieves highly-reliable signal input and output processing, and to provide a monitoring control method. SOLUTION: The monitoring control system includes: a signal branching apparatus 31 that transmits an operational state signal acquired by equipment to a redundant signal input and output devices 33, 34 via a branched transmission path; the signal input and output devices 33, 34 that each transmit the operational state signal transmitted to a signal processing apparatus; the signal processing device that recognizes the two same operational state signal received as one operational state signal and generates a monitoring signal to monitor the equipment on the basis of the operational state signal; and a center monitoring control device that displays monitoring information based on the monitoring signal generated by the signal processing apparatus.
