PROBLEM TO BE SOLVED: To provide a radio mobile station device for optimizing a communication condition by selecting an optimum base station by reception intensity and reception quality of a communication signal of a plurality of specific frequencies. SOLUTION: This radio mobile station device includes: a communication part (11) for performing radio communication with a plurality of base station devices to detect reception intensity (RSSI) and reception quality (E<SB>C</SB>I<SB>O</SB>) of each base station device; and control parts (12, 14) for selecting effective base station devices based on each reception intensity value and each reception quality value of the plurality of base station devices, and respectively summing the respective reception intensity values and the respective reception quality values of the selected effective base station devices to obtain summation values to select the base station having the best summation value out of the summation values.
