PROBLEM TO BE SOLVED: To provide a large-output base station, a small-output base station and a communication control method such that interference is suitably reduced in an environment wherein the large-output base station and small-output base station coexist. SOLUTION: When specifying a radio terminal 300a considered to have an amount of interference with a small cell PC1 equal to or larger than a first predetermined value among radio terminals 300a, 300b and 300c connected to the large-output base station 100, the large-output base station 100 determines a band for large-cell strong interference as a frequency band that the specified radio terminal 300a is to use and reports it to the small-output base station 200. The small-output base station 200 determines as a frequency band other than the band for large-cell strong interference, a frequency band that a radio terminal 300d connected to the small-output base station 200 can use and performs scheduling when it is necessary to avoid interference to the small cell PC1 caused by the radio terminal 300a.
