A seat heater is provided with first heating elements (11 - 15) and second heating elements (20, 21) both of which are disposed in a seat, corresponding to a first region and a second region of a seated person; and with a control means (3) for performing fluctuation control wherein a first set temperature for the first heating elements (11 - 15) and a second set temperature for the second heating elements (20, 21) are varied, respectively, depending on predetermined time blocks. The control means (3) sets the first set temperature to a value higher than the second set temperature in some time blocks and sets the second set temperature to a value higher than the first set temperature in other time blocks.
