PROBLEM TO BE SOLVED: To provide a solid-state image pickup device that improves circuit utilization efficiency of an unused A/D conversion circuit while suppressing an increase in power consumption when pixels are read while curtailing rows. SOLUTION: The solid-state image pickup device includes: a pixel array part which contains first and second pixel rows where pixels are arranged in row direction, first and second ring-like delay circuits where first and second delay elements are connected in a ring, first and second counters which are connected in the first and second ring-like delay circuits, a first selecting switch for inputting the output of first delay element into the second delay element, and a second selecting switch for inputting an output of the other second delay element into the other first delay element. When the first and second selecting switches are switched, a third ring-like delay circuit, which contains more delay elements than the number of delay elements of the first ring-like delay circuit, is formed by the first and second delay elements so as to use a first counter and stop a second counter for counting.
