PROBLEM TO BE SOLVED: To provide a video signal processing apparatus, method and program for raising the accuracy of output results by motion compensation. SOLUTION: The video signal processing apparatus includes: a correction unit which performs correction, when a first frame which should be displayed at first time includes a pixel different from a pixel which should be included in the first frame, so that the pixel different from the pixel which should be included in the first frame becomes the pixel fwhich should be included in the first frame, and performs correction, when a second frame which should be displayed at second time before the first time includes a pixel different from a pixel which should be included in the second frame, so that the pixel different from the pixel which should be included in the second frame becomes the pixel which should be included in the second frame; and a motion compensation unit which generates an interpolation frame which should be displayed at time between the first time and second time by referring to each of the first frame and second frame.
