PROBLEM TO BE SOLVED: To provide a device and method for mounting a flat panel display, capable of stably sticking an electronic component by cutting an ACF to be slightly longer than the electronic component while the ACF is made close to an edge of the electronic component. SOLUTION: An ACF sticking device 132 in a mounting device for a flat panel display includes: a temporary sticking means comprising a TAB chuck block 20; a cutting means having a cutter blade 30; and a peeling means having a recovery reel 6. The temporary sticking means temporarily sticks a TAB 1 to an ACF layer 2a of an ACF tape 2. The cutting means cuts in the ACF layer 2a on which the TAB 1 has been stuck temporarily, and the peeling means peels a base film 2b of the ACF tape 2 including the ACF layer 2a having been cut in.
