摘要 <p><P>PROBLEM TO BE SOLVED: To restore many communication paths without deteriorating a management efficiency. <P>SOLUTION: A communication path management part 11 manages traffic transfer from a transmission point to a reception point as a subtree, and prepares a standby path with a plurality of subtrees beforehand with respect to an operation path with a plurality of subtrees in order to execute communication control. A priority holding part 12 holds priority imparted by the communication path management part 11 for each subtree. When a failure occurs, the communication path management part 11 compares a summation value of priorities before switching being the summation of priorities imparted to the subtrees inoperable on the operation path with a summation value of priorities after switching being the summation of priorities imparted to the subtrees inoperable on the standby path.
