PROBLEM TO BE SOLVED: To improve safety in a vehicle mounted with an engine by preventing or reducing an accident by a driver's erroneous operation while satisfying a demand for lower cost. SOLUTION: When accelerator opening is increased, at startup after vehicle stop, with the advancing direction switching state of a transmission 12 being the same as just before the vehicle stop, a torque limiting control is executed to limit the output torque of the engine 11. This prevents sudden start of the vehicle by the driver's erroneous operation of an accelerator pedal with the transmission 12 being in a forward gear (or backward gear) after the vehicle enters to and stops at a parking space with the forward gear (or backward gear). Further, when the accelerator opening is increased during deceleration just before vehicle stop, also, the torque limiting control is executed. This prevents sudden start of the vehicle by the driver's erroneous operation of the accelerator pedal instead of a brake pedal during deceleration just before the vehicle enters to and stops at the parking space or during deceleration just before vehicle stop on a road having a traffic jam.
