PROBLEM TO BE SOLVED: To provide a machining tool for finishing and a method for finishing a peripheral surface of a part, capable of evenly and efficiently finishing without being influenced by cutting accuracy of parts when eliminating malfunction such as scales, slag, molten iron, cut traces and notches or the like which occur in the cut peripheral surface of a part cut from a base material. SOLUTION: Resin or a spring as an elastic body 2 is provided in a holder holding a cylindrical machining tool 6 such as a shell grinding wheel so as to absorb the pressure amount for machining when the machining tool 6 excessively abuts on a processed surface of a workpiece 14. A phenomenon that the machining tool 6 dose not abut on the workpiece is solved by controlling to follow the position wherein the machining tool 6 can be pushed to the processed surface of the workpiece when previously making a control program. Also, the machining tool 6 can be evenly brought into contact with the peripheral surface by sliding in parallel, and can grind the whole of the peripheral surface. This machining tool 6 for finishing and the finishing method are appropriate for the case of automatically processing the finishing work with NC machine tools and dedicated equipment.
