PROBLEM TO BE SOLVED: To provide a cutting-out machine for noodle ribbons and a method for cutting-out noodle ribbons, capable of stably peeling noodle ribbons off waveform grooves formed in between a pair of cutting blade rolls. SOLUTION: The cutting-out machine 1 for noodle ribbons, intended for cutting-out curly form noodle ribbons W from a noodle strip V, with wave form circular grooves 13 formed in between a pair of cutting blade rolls, is provided with: a scraper 50 for peeling noodle ribbons W off the circular grooves 13; and a controller 80 functioning to operate the scraper 50 correspondingly to the wave form as the cutting blade roll 10 rotates. The controller 80 has a setting means 831 for a setting position of circular grooves 13 corresponding to a rotation level detected by a detective means 40 based on the database 821 and a position control means 832 for controlling position of the scraper 50 to the position of the circular grooves 13 set by the setting means 831.
