<p><P>PROBLEM TO BE SOLVED: To provide a cooling system using a comparatively small flow rate to achieve desired cooling and using a conduit pipe and plenum for a light and inexpensive structure. <P>SOLUTION: Heat exchange system, device and method are provided. A heat exchange device 100 includes a housing having an inlet 112 and an outlet 114. The heat exchange device 100 also includes at least one ceramic foam member 106 inside the housing. At least one ceramic foam member 106 has a plurality of pores. The heat exchange device 100 also includes a plurality of extended plugs 108 extending from a first side 102 of the housing to a second side 104 of the housing through at least one ceramic foam member 106.
