PROBLEM TO BE SOLVED: To easily prevent an increase in useless interference in uplink. SOLUTION: A receiving SIR (Signal to Interference power Ratio) unit 102 measures a received SIR of a signal transmitted from a terminal. A scheduler 103 sets up a first target SIR according to a communication situation between terminals, and computes a received power ratio between a plurality of channels. A target SIR controller 104 sets up a target SIR threshold based on the received power ratio, the number of paths, and a received power difference between a first path and a second path among paths when the number of paths is plural, and sets up a second target SIR based on the target SIR threshold and the first target SIR. The scheduler 103 exerts control to lower the transmitting rate of a signal to be transmitted from the terminal based on the target SIR threshold and the first target SIR.
