PROBLEM TO BE SOLVED: To provide a flow passage device which can intermittently apply big shearing. SOLUTION: The flow passage device includes a concentric cylinder-shaped flow passage formed with a cylinder and a column installed in the cylinder, a feed opening feeding a fluid to the flow passage, a discharge opening discharging a fluid from the flow passage, and a rotating mechanism relatively rotating the cylinder and/or the column centering on a cylindrical shaft. The width of the gap of the cylinder and the column is 1-1,000μm. The average flow rate Vl<SB>avr</SB>of the fluid in the flow passage and the flow rate Vf of the fluid in the cylinder axal direction satisfies the relation of formula (1): 100 Vf<Vl<SB>avr</SB><10,000 Vf. The maximum flow rate Vl<SB>max</SB>of a fluid in the flow passage and the terminal velocity Vr in a rotating direction of the column to the cylinder satisfy the relation of formula (2): 0.4 Vr≤Vl<SB>max</SB>.
