PROBLEM TO BE SOLVED: To accurately detect the location of a train and control the speed of a train by utilizing a GPS. SOLUTION: It is determined whether a distance between GPS antennas 2a, 2b, an orientation and a traveling route of a train 1 calculated by position information outputted from GPS receivers 3a, 3b is approximate to a distance L between the GPS antennas 2a, 2b, an orientation Dp, and a traveling route stored in a control information storage unit 5; and it is determined whether speed information outputted from the GPS receivers 3a, 3b is approximate to an actual traveling speed V of the train 1. When all of them are approximate, the traveling position of the train 1 is decided by the position information outputted from the GPS receiver 3a, connected to the GPS antenna 2a provided at the front of the train 1, by determining that the precision of the GPS receivers 3a, 3b is satisfactory, thereby dispensing with the installation of a roadside coil, or the like, for detecting the traveling position of the train 1 on the ground, and simplifying the ground facilities and reducing the facilities costs.
