PROBLEM TO BE SOLVED: To control displacement of division pieces comprising a segment by changing assembling order of the division pieces, and to facilitate change of the assembling order of the division pieces comprising the segment. SOLUTION: A method of assembly planning is for constructing a segment assembled into a ring-like shape along an inner peripheral wall of a tunnel excavated by a shield machine. The segment is formed by assembling a plurality of the division pieces into a ring-like shape. The division pieces includes a key division piece which is to be fitted lastly in the assembling process. An assembly position of each of the division pieces, comprising the segment, relative to the key division piece, and a plurality of order determining rules for determining the assembling order of the division pieces are preset. An assembling position of the key division piece is input, and one of the plurality of order determining rules is selected. According to the selected order determining rule, the assembling order of the division pieces is determined, and according to the relative assembling positions and the assembling position of the key division piece, the assembling position of each of the division pieces is determined.
