PROBLEM TO BE SOLVED: To transmit data using smaller data overhead in a wireless communication system. SOLUTION: Systems and methods are provided in a synchronous wireless communication system that enables data transmission without specifying information embedded in a packet between wireless mobile user equipment and base stations to reduce transmission overhead thereby. Packets are reordered in the base stations based on a pre-preparation transmitting method in which retransmission of failed packets is expected in a corresponding HARQ instance of the next group.
