PURPOSE: A power device and a vehicle including the same are provided to prevent the voltage of a battery cell from abnormally rising by comprising a compulsive discharge circuit using an analog circuit. CONSTITUTION: A serial connection circuit(22) discharges a battery cell(2). A serial connection circuit serially connects a discharge switch(23) with a discharge resistor(24). A control circuit(21) indicates the start and finish of the discharge of the serial connection circuit. A comparator circuit(25) starts the discharge of the battery cell by switching on the discharge switch and is comprised of a determining unit for detecting a preset voltage and a divided resistor(R1,R2).
