PURPOSE: An image encoding/decoding apparatus and method thereof are provided to increase image compression ratio and to adaptively perform de-blocking filtering of an input image. CONSTITUTION: A quantization unit(140) performs quantization about each of a plurality of blocks. A quantization determining unit(175) determines the kind of de-blocking target blocks. A de-blocking determination unit(180) determines a de-blocking filter. A de-blocking unit performs de-blocking filtering about a de-blocking object block by using the de-blocking filter.
