PURPOSE: A hydraulic turbine is provided to generate the flow of water by smoothly rotating an orbit unit when the wing unit moves with water flowing force. CONSTITUTION: A hydraulic turbine comprises a supporting frame(10), a lift frame(20), a buoyancy member(30), a second pulley, a rotating member(54), a wing unit(60) and a first pulley. The supporting frame is installed in the place where the water flows. The buoyancy member lifts the lift frame according to a water level. The first pulley and second pulley are installed to both side end point of the lift frame to rotate. At least of the first pulley and second pulley is connected to the generator. The rotating member is rotated by winded in the first pulley and the second pulley. The wing unit is installed in the rotating member with a fixed distance. The wing unit rotates the rotating member according to the water flowing.
