PURPOSE: A composition for treating and preventing periorbital dark circles is provided to activate UGT1A1 enzyme and to suppress prostaglandin E2 generation. CONSTITUTION: A composition for treating and preventing periorbital dark circles contains 0.001-10 weight parts of Salvia plebeia R. Brown, Bidens frondosa L., and Ecliptae Herba L. extract. The extract is isolated from leaves, flowers, fruits, stems, roots, or branches using water, organic solvent, or mixture thereof. The extract is obtained by isolating at room temperature for 1-7 days and at 50-95°C for 1-5 hours. The composition is manufactured in the form of solution, suspension, emulsion, paste, gel, cream, lotion, powder, soap oil, or powder foundation.
