PURPOSE: A hydrocarbon reforming apparatus is provided to apply the apparatus as a hydrogen producing system with the excellent efficiency by using gas containing hydrogen as fuel. CONSTITUTION: A hydrocarbon reforming apparatus(2000) comprises the following: an air supplying pipe; a fuel supplying pipe including an ignition catalyst; an upper plate(100) including a reformed gas exhaust pipe; a lower plate(250) including the fuel supplying pipe and an waste gas discharging pipe; an air pre-heating unit formed by heating plates mix-combusting air supplied from the air supplying pipe with fuel; an upper water path isolation plate(150) passing through only combusted exhaust gas and reformed gas; a catalyst holder plate; a reformate reaction unit including a reforming plate; and a reformation-preheating unit.
