PURPOSE: A data coding apparatus and method thereof in a visible ray communication system are provided to reduce a flickering phenomenon according to data transmission. CONSTITUTION: A lock-up table storing unit(330) stores a plurality of sequence group tables. A plurality of sequence group tables is divided by sequence group index according to each 3-bit input value. A sequence group determining unit(309) determines a sequence group index by using 3-bit and 5-bit by a bit splitter. A lock-up table comparing unit(321) performs 10-bit encoding by using a sequence group table.
