The modulator has a matrix of regularly arranged electro wetting (EW) cells designed as electrowetting on dielectrics (EWOD) cells. A surface of a side wall is partially or completely covered with a field having a region for retaining a portion of a conductive fluid (1). An electrode arrangement changes a wetting condition of conductive and dielectrically isolated controllable nano-structures (3), where the arrangement is arranged below the nano-structures in an electrically insulated manner. The field is arranged outside an optical path, where each EWOD cell is individually controllable.
