PURPOSE: A double surface conductor for high voltage and high current is provided to increase current density because of not generating a skin effect by filling insulation material into a penetrated hole. CONSTITUTION: A surface conductor(10) includes a penetration hole(11) of a circular or rectangular cross section penetrated toward an internal center in a longitudinal direction. The surface conductor has a cylindrical or a rectangular container shape with an extended penetrated hole connected to an outside in a longitudinal direction. An hardening insulation material(20) is filled with the penetrated hole and the extended penetrated hole of the surface conductor in order not to shrink or distort the surface conductor.
